Αξιωματούχος της Οθ. Αυτ/ριας και πρώτος ηγεμόνας της Σάμου. Μεγάλωσε στο Βουκουρέστι και αργότερα πήγε στην Κων/λη όπου κατέλαβε σημαντικές θέσεις στην Οθ. Διοίκηση όπως διερμηνέας του τουρκικού ναυαρχείου, έπαρχος Γαλατσίου, τοποτηρητής Σηλυστρίας, διπλωματικός αντιπρόσωπος του ηγεμόνα Μολδαβίας Μ. Στούρτζα κ.ά.
