Η Επιτροπή Αποκαταστάσεως Προσφύγων (ΕΑΠ) ιδρύθηκε με το ΝΔ περί κυρώσεως του εν Γενεύη υπογραφέντος πρωτοκόλλου περί αποκαταστάσεως των εν Ελλάδι προσφύγων και ιδρύσεως Επιτροπής Αποκαταστάσεως Προσφύγων κλπ. (ΦΕΚ 289/13-10-1923). Σύμφωνα με το άρθρο 2: «Η Ἐπιτροπή Ἀποκαταστάσεως Προσφύγων ἱδρύεται ὡς νομικόν πρόσωπον, δυνάμενον νὰ ἐνάγῃ καὶ ἐνάγηται ἐπ΄ ἰδίῳ ὀνόματι, νὰ εἶναι κάτοχον καὶ νὰ ἀπαλλοτριοῦται παντός εἳδους περιουσίας καὶ ἐν γένει νὰ ἐνεργῇ πᾶν ὂ,τι οἰονδήποτε νομίμως ὠργανωμένον σωματεῖον δύναται νὰ ἐνεργῇ συμφώνως πρὸς τοὺς Ὲλληνικούς νόμους».
