Ο Βασίλης Ι. Κούκος γεννήθηκε στη Σπερχειάδα το 1927 και διαμένει στην Αθήνα. Είναι δικαστικός και επίτιμος διευθυντής της Βουλής.
Από το 1959 άρχισε να δημοσιεύει κείμενά του (δοκίμια, ποιήματα, διαλόγους) σε εφημερίδες και περιοδικά.
