Αγωνιστής του 1821, αδελφός του Μάρκου Μπότσαρη, υπηρέτησε στην αυλή του Αλή Πασά, συμμετείχε σε σημαντικές πολεμικές επιχειρήσεις κατά την Ελληνική Επανάσταση. Μετά την απελευθέρωση συνέχισε τη δράση του συμμετέχοντας στην επιτροπή που πήγε στο Μόναχο για να υποβάλλει τα σέβη της στον νέο βασιλιά Όθωνα, αναδείχθηκε πληρεξούσιος της Α΄ Εθνοσυνέλευσης, έγινε γερουσιαστής ενώ προσλήφθηκε και ως υπασπιστής του Όθωνα.
